The Bend Metro Park & Recreation District Youth Soccer program is quickly approaching and we are looking for Referees. Games last an hour and will be played on Saturdays, running September 9th through October 28th. Pay ranges from $10.00 to $14.00 per game.

USSF GRADE 8 TRAINING CLASS

Redmond High School (main campus building)
8:00 a.m. – 5:00 p.m.

Registration begins at 7:30 a.m.

The Deschutes Academy Futbol Club and the Redmond Youth Soccer Association are pleased to announce that a USSF Grade 8 Training Class will be held September 9th & 10th in Central Oregon . If you are 13 years of age or older, you can sign up to become a USSF Referee. The cost of the class is $35 and the cost to register with USSF is $35. Deschutes County Services Building 1300 NW Wall ( Bend ) in the Lewis & Clark Room.

Park in the back [Parkway side of the building] … our room is in the Northeast corner of the building (1st floor). You’ll see an old fashioned bicycle / art on the curb next to the door leading to the Lewis & Clark Room.

We will be talk about the soccer season, incidents that may have occurred that we can all learn from and have some additional training.

These meetings are required for maintaining OSAA (High School) Certification. All other referees (USSF and Park & Rec.) are encouraged and welcomed to attend, in order to take part in the Training portions and to learn of upcoming assignments and officiating opportunities.

This will be the final meeting of the year for High School Officials.

These meetings are required for maintaining OSAA (High School) Certification. All other referees (USSF and Park & Rec.) are encouraged and welcomed to attend, in order to take part in the Training portions and to learn of upcoming assignments and officiating opportunities.

N E W S     &     I N F O R M A T I O N

- - - SUPER NICE THINGS THAT AWESOME REFEREES DO - - -

    1. Go to the www.oregonsoccercentral.com website and update your Availability for the first 3 weeks of September.
    2. Check the www.oregonsoccercentral.com website several times a week to check and see if you have been assigned any games.
    3. Email your Availability for High School games for the first 3 weeks of September to Claudio (acmuggia@bendbroadband.com).
    4. Email your Availability for OYSA & Select Youth games for the first 3 weeks of September to Pat (coassign@oregontrail.net).
    5. If you need uniforms or equipment … go to the Soccer Zone (located inside of the Central Oregon Indoor Soccer Center ) or www.OfficialSports.com and get your gear ordered now. Remember that as a minimum, you need a Yellow & Black Referee Shirt.
    6. Get your legs and body toned up and in shape for the Fall Soccer Season.

- - - OUR STANDARD OPERATING PROCEDURES - - -

    1. Have your Availability turned in to either Claudio (High School & Men’s League games à acmuggia@bendbroadband.com) or Pat (OYSA & Youth Games à coassign@oregontrail.net).
    2. Check the www.oregonsoccercentral.com website several times a week to see if you have been assigned any games.
    3. ‘Accept’ the ‘Decline’ the games that you have been assigned. Hopefully, you won’t decline too many games.
    4. After you have ‘Accepted’ or ‘Declined’ the games, they become final on the website and can only be altered by either Claudio or Pat.
    5. Contact the fellow referees who are working an out of town game with you to arrange a carpool (if possible).
    6. Be dressed and on the field at least 20 minutes before the start of your match. Start the pre-game inspections and routines.
    7. After the match, complete the game report on the www.oregonsoccercentral.com website.
    8. Call or email Claudio or Pat (depending on the type of game) if you issued a Red Card or if there were any major injuries or incidents in your game.
    9. If you notice games which are open for ‘Self Assignment’ on the website, help yourself and pick up as many games as you wish.
    10. Attend the COSOA General Meetings to maintain your OSAA Certification for training.
    11. Secret Question: Which country lost in the Championship Game of the 1970 World Cup which was held in Mexico ? The first three people who give me the correct answer at the next COSOA General Meeting (Sep. 13th) will be entered to win a drawing for $1,000,000.

USSF GRADE 8 TRAINING CLASS: As a reminder for those who are new to our Association … there are three basic types of certifications for Officiating soccer matches here in Central Oregon (we do not have Division I College or Professional Game certifications). The best one without a doubt is the USSF (United States Soccer Federation) Certification. The next type of certification is the OSAA (Oregon Schools Activities Association). The last type of certification is the Park & Recreation type of certification.

The USSF Certification allows you to referee all USSF sanctioned matches. This includes all traveling and select soccer matches, Men’s League, COCC and all higher level games. Starting in 2008, you will need a USSF Certification to referee High School matches.

The OSAA Certification only allows you to referee High School matches.

The Park & Recreation certification allows you referee Park & Recreation level games.

There is a USSF Grade 8 (starting class) coming to Central Oregon September 9th & 10th. If you do not have a current USSF certification, this would be a fantastic opportunity to secure this certification. You only have to attend this class once in your lifetime. In future years, you simply pay the annual fee and you get a new badge (you don’t have to take the class every year). Having this certification will not only make you a better referee (the training is tougher and better), but it will allow you to work any level game that is available here in Central Oregon .

At best, this class is offered once a year in Central Oregon . It is offered more often in the valley, but it doesn’t come to Central Oregon all that often. It is strongly recommended to take this class when it’s being offered, because we don’t know when it will be offered next in Central Oregon .

If you have a USSF or OSAA Certification, we desperately need you for the higher level games which are available, but if you know any youngsters or folks who might be interested in helping with these recreational level games, please contact Rich at BMP&R.

T  R  A  I  N  I  N  G

I thought it would be a good idea if we reviewed the major OSAA Soccer Rule Changes and Points of Emphasis for this year that we discussed at our last General Meeting:

Rule Changes:

4-1-1: Beginning with the 2007 Fall Season (next year), shin guards must meet the National Operating Committee on Standards for Athletic Equipment (NOCSAE) specifications. For this year, the rule is to use shinguards which are age and size appropriate.

Rule 4-1-1f: If visible apparel is worn under shorts, it shall be of a similar length, all alike and of a solid color (delete: “the same basic color of the uniform shorts.”)

Rule 4-2-8: A protective face mask may be worn by a player with a facial injury. The mask may be made of a hard material, but must be worn molded to the face with no protrusions. A medical release for the injured player signed by a Physician shall be available at the game site.

Rule 5-1-2: The jurisdiction of the Officials shall begin 15 minutes prior to the start of the game and end with their leaving the field of play and its immediate surroundings.

Points of Emphasis:

  • The school MUST secure their goal posts prior to the start of the match. The match should not start unless goal posts are securely fastened to the ground. A letter to the area Athletic Directors has already been sent, which lets them know that we are not able to start their games, unless their goal posts are secured to the ground.
  • The schools need to mark the field properly and provide markings for each team.
  • When you encounter an injured player on the field, ask them if they are able to get up and continue. If they are not able to get up and continue, call the Coach or Athletic Trainer onto the field. Referees should not assess injuries or handle injured players.
  • Substitutes are allowed to enter the field without the permission of the Referee after a goal has been scored.
  • It is recommended that Officials leave the match after its conclusion, rather than sticking around until after the teams have shaken each others hands.
  • In the absence of an Athletic Director at a match, the Home Team Head Coach shall serve as the School Administrator.
  • Electronic communication devices (including Cell Phones) are prohibited from use on the sidelines by the coaches or players.
