CENTRAL OREGON REFEREE STATE CUP TRAINING MEETING

  • Dates: April 4, 2006
  • Time: 7:30 – 8:30 p.m.
  • Where: 1300 Wall Street [Lewis & Clark Room] Bend (The big building right off the Parkway)
  • Cost: NOTHING … in fact they’re feeding you pizza & drinks
  • Who: All 2006 USSF Officials interested in officiating State & President’s Cup games in Central Oregon.

  • Special Note: This class is open at NO CHARGE to all Central Oregon Referees for refresher training. The 2006 State Cup is upon us and will be starting on April 8th and running through the finals on May 6th. Availabilities will be posted online for all those interested in participating. In order to cover some of the procedural matters that need to be tended to for this year’s State Cup, please attend this meeting.

THE NEW LES SCHWAB-NIKE SOCCER FIELD: C'mon folks, April Fools! But it sure would be cool wouldn't it!

MEN’S LEAGUE / CASA LEAGUE: Usually, the Men’s League starts around the 2nd or 3rd Sunday of April. Look for Claudio to start hitting you up to take some of these games. If you are interested in helping out with these games, it would be a good idea to send your availability to Claudio (acmuggia@bendbroadband.com) for the month of April and May at this time.

STATE CUP / PRESIDENT’S CUP: Please contact Pat Evoy (coassign@oregontrail.net), our USSF Assignor if you are interested in these OYSA sanctioned youth games. Games are typically on Saturdays & Sundays.

SLOCO / RECREATIONAL SOCCER: Please contact Kevin Collier (Kevin@bendparksandrec.org), at the Bend Metro Park & Recreation Office (389-7275 ext. 123) if you are interested in these recreational youth games. Games are typically on Saturdays & Sundays.

COSOA Website & Recruiting of New Officials: Please remember to periodically check our Association’s Website or give the website address (cosoa.org) to your friends who might be interested in officiating soccer games for information and contact numbers. This is the time to be recruiting new Officials into our Association (not two weeks before the start of the High School season). Thanks to John Aubry, our website is up and running again.

Bill Westphal: I got the following update on Bill from Mike Cleavenger: Bill is in charge of training soccer officials. There are 12 teams and a regulation field on site. Bill asked for all his referee gear and it has been sent to him. Bill would welcome anyone who has extra referee gear, any size, used or otherwise (shoes, flags, etc.), to please send them to him. The box must have a letter enclosed with his name, address and an inventory of the contents. In addition to soccer officials, he is setting up GED classes that he is instructing. He should be at this address for two years. Do not send him money, as all money must be sent to a separate address which if you so choose, you can obtain from Mike Cleavenger (clev@bendnet.com).

Here are a few excerpts from FIFA 2005/2006 LAWS OF THE GAME FOR ALL OF OUR REVIEW:

OFFSIDE SIGNALS: It is not an offense in itself to be in an offside position. Assistant Referees must only indicate for an offside position if the player has to be penalized for being in that position.

OFFENSES BY GOALKEEPERS: Referees are reminded that goalkeepers are not permitted to keep possession of the ball in their hands for more than six seconds. A goalkeeper guilty of this offense is punished by an indirect free kick.

PERSISTENT INFRINGEMENT: Referees should be alert at all times to players who persistently infringe the Laws. In particular they must be aware that even if a player commits a number of different offenses he must still be cautioned for persistently infringing the laws.

APRIL FOOL'S DAY: If you read my Newsletter all the way to the end … then you are probably too smart to fall for my April Fool’s joke about the new Les Schwab – Nike Soccer Field. <grin>
