November 2, 2005 (Wednesday) -- OYSA Pre-Cup Meeting for Referees
interested in officiating in the 2005 State Cup games

6:30 p.m. Mt. View Heating Bldg (110 SE 9th Street in BEND)

The Agenda for the meeting includes:
  • Responsibilities of Officials during State Cup games
  • Procedures for State Cup games
  • 60 minutes of relevant instruction

November 30, 2005 (Wednesday) -- COSOA End of the year Pizza Party

last time to wrap up any remaining items of business and thank all the folks
who helped throughout the season.

N E W S     &     I N F O R M A T I O N

Availability for High School Playoffs: If you haven't done so already, please email Claudio (acmuggia@bendbroadband.com) your availability for the High School Playoffs. Playoff games are currently scheduled on Nov. 1st, 3rd, 4th, 5th, 8th, 12th, 15th and the Finals are scheduled for Nov. 19th. I would ask that you send Claudio an email detailing the days that you are
available to travel to games. These Playoff games are all going to be outside of Central Oregon and will require several hours of travel time. You can download or view the current playoff brackets at www.osaa.org/soccer (click on 2005 Brackets).

High School Playoffs Assignments and Points of Emphasis: If you are selected to participate in a Playoff game by the Commissioner there are several expectations that our Association has of you:
  • Represent our Association in a professional and ethical manner to the best of your abilities. This includes proper uniform and warm-up attire.
  • Attempt to travel as a team to the playoff game that you have been assigned whenever possible.
  • Go to the OSAA website and review the playoff procedures. These can be viewed at www.osaa.org/soccer/soccerplan.asp , please also review other pertinent information on this OSAA website such as AD/Coach Information and overtime procedures.
  • Arrive at the playoff game that you have been assigned, at least one hour before the scheduled start time to begin the pre-game responsibilities.
  • The center for the game needs to make contact with the Athletic Director of the host school to arrange for a meeting spot or room prior to and after the game.
  • Be respectful of the coaches and players. Review the Officials Code of Conduct found in your Rules Handbook.

Mileage for High School games: Now that the High School season has ended, it is time for you to turn in the miles that you traveled to Claudio. We will check your mileage against the game reports for games worked to verify your presence at each game. Please remember that unless you fill out a game report online ... you will not be getting paid. To claim your traveled mileage, we would like you to send an email to Claudio (acmuggia@bendbroadband.com) with the following information or format before November 2nd, 2005:

  • Date of game
  • Where you drove from (Home city or Work city)
  • School that you drove to (If you car-pooled with somebody else, do not claim mileage for the game)

Your sheet should look something like this:

9/15/05 From Bend to Redmond
9/18/05 From Bend to Mountain View
9/23/05 From Bend to Summit
9/30/05 From Bend to Crook County

And so on for the rest of the season. Claudio already has pre-set mileage as determined by the Sports Commissioners in our area and you will be reimbursed accordingly. If you fail to send the accounting for your mileage to Claudio before November 2nd, you will likely not be reimbursed for mileage traveled until the last paycheck of the year, which will likely come around the end of November.

Gregory Scott Rivers Sportsmanship Scholarship: This $500 Sportsmanship is awarded annually to a senior High School soccer player who in the opinion of the Central Oregon Soccer Officials Association has exemplified sportsmanship and leadership throughout the course of the High School soccer season. We did not have enough time at our last meeting to discuss this annual scholarship and made the decision to address the voting for this scholarship through emails. I will be sending a separate Email that will immediately follow this Newsletter with further information and instructions for this Scholarship. For those who are new to our Association ... this award was created several years ago to remember one of our past young Officials who tragically passed away in a fire accident when going to school at the University of Oregon. Greg Rivers was also the son of one of past Commissioners.

Paychecks: A couple of weeks ago, paychecks were mailed for High School games worked through the middle of October. If you have not received two paycheck thus far, please contact Dick Robertson (dickr@bendcable.com). If you have not received a check yet, it is probably because Dick either needs your address or social security number. We hope to collect the mileage reimbursements by November 2nd and pay for games worked through the end of the season by November 9th. We will send out another check at the end of November, when all the Playoff games are concluded to account for playoff expenses and any other loose ends throughout the season.

Attendance at our Wednesday night Meetings: I want to thank everybody for improving the overall attendance at our meetings this past year. In particular, I would like to thank Ric Secor and John Aubry for the training videos which they put together in October. If you emailed Claudio or myself before the meetings with a legitimate reason for missing a meeting in October, then everything is good & cool; but otherwise, expect to see a $5 deduction from your final paycheck for any unexcused missed meetings in October. The fine for missed meetings only applies to High School Officials and does not apply to our Youth Officials.

Our Website: If you haven't done so in a while ... please take a minute to log onto our "old website" (www.cosoa.org). It's not looking so old anymore!!! I want to thank John Aubry for working so hard this past season to renovate and get it up and running pretty again. There is a copy of our current Newsletter on this website, along with a bunch of other relevant information. It is a good site to refer your friends who might have an interest in becoming referees. If you have items or material that you feel would benefit or improve our website, please either contact me or John Aubry (johnaubry @ yahoo.com) .

Reporting of Games: We have said this a million times, but remember that if you do not fill out a game report online ... there is no record of you having worked that game ... thus you will not be getting paid. In order to be paid, you must fill out a game report online.

Available Games: Be sure to update your availability online at OregonSoccerCentral.com. You should also send an email to the various Assignors in our Association indicating your desire to work more (or fewer) games. The Assignors which you should contact are:

1) Claudio Muggia (acmuggia@bendbroadband.com) for High School games;
2) Pat Evoy (coassign@oregontrail.net) for OYSA and sanctioned youth games;
3) Kevin Collier (kevin@bendparksandrec.org) for Bend Metro Parks &
Recreational games.

I don't have a lot to add to the things that we have covered so far this season. The only thing that comes to mind that I would like to remind all of our Officials throughout the remainder of the Playoffs and for the future is to remember that our primary obligation to the game is to ensure the safety of the players. We ensure player safety through a list of factors:

  • Dealing with persistent infringement in an appropriate manner as we learned at our last meeting;
  • Keeping up with play and working hard, in order to make sure we are close to the action and in the right position to see potential offenses;
  • Managing the players and coaches in a respectful and professional manner ... the more respect we have for the players and coaches, the more respect they will have for the Officials.
  • Attending to injuries as soon as we recognize them;
  • Preventing as many injuries as possible by being close enough to the action to talk or calm players down on potentially dangerous situations (this includes the Assistant Referees calming potentially dangerous plays down near their side of the field);
  • Acknowledging the comments from players and coaches in a respectful and proper way, so that they aren't feeling as if we have turned our backs on them. This usually encourages them to take matters into their own hands and creates further aggressiveness & violence in the match;
  • Proper checking of the equipment before the match to ensure that the players and field are safe for the match.
