AVAILABILITY AND ASSIGNMENTS
If you are wanting
and able to work some games this Spring ... this is what
you have to do:
1) Send an email
to our Assignors (
and
and tell them your availability and age (if you are a Youth Official)
2) Regularly
check the OregonSoccerCentral.com website to check for assignments
Make sure to update
your 'Profile' on the OregonSoccerCentral.com website as well
3) There are
also a lot of games available through Bend Metro Park & Recreation. Please
contact Kevin Collier (389-7275 or
for assignments.
4) You should
have all received an email from Bob Foster, in regards to an
availability form for the Adult Men's League (CASA). Claudio
will not assign you any games, unless you send him an availability
form.
HIGHLIGHTS FROM OUR MARCH
30TH MEETING
1) We updated
our calendar of upcoming events.
2) We discussed
the Spring SLOCO league, and encouraged those able to do more
games on Saturdays; to contact Kevin Collier for assignments.
3) Claudio
discussed the process for assigning the Men's League games
... basically, you have to send in your availability to
4) We discussed
the assigning process for the upcoming tournaments (Central
Oregon Shootout, Freedom Cup, Spring Fling ...) and decided
that it would be best if we outsourced to Janet Berri and the
OregonSoccerCentral website.
5) There have
been some changes in the OYSA games on Saturdays (mainly a
change in the location of the fields). Please check the
OregonSoccerCentral website for the latest information on the
field locations.
6) During
the Training portion of the meeting, Ric Secor went over the
various mechanics and signals for referees and assistant referees.
7) We discussed
the importance of looking and acting professional when referees
show up at games. We discussed a recent incident where
an Official was speeding and driving recklessly following a
game, in a parking lot where many young children were
present. When one Official behaves irresponsibly like
that ... it reflects poorly on all of us.
8) We voted on
and approved the motion that in order for referees to be paid
... they have to fill out a game report on the games that they
worked. Unless a game report is filled out (or sent in),
there is no accounting of the fact that a person was present
at a game. It will make payroll much easier and smoother
if Officials go to the OregonSoccerCentral website and fill
out a quick and easy game report on the games that they have
worked.
9) Let's repeat
item #8 for those who weren't paying attention: In
order to get paid, you have to fill out a game report ...
it doesn't matter if you were the center or the AR ... go to
the website and fill out a report.

I would like to thank
Bob Foster, for his idea of adding a training article into each
of our Newsletters.
QUESTION:
This is a really hard
question. If you answered this question correctly in
its entirety ... you are a stud referee!!!
In order
to send a player off for denying an "obvious goal scoring
opportunity", four element must be present & accounted
for. What are these four elements?
ANSWER:
Law 12 provides
that a defender whose violation of the Law prevents a goal
or denies an obvious goal-scoring opportunity must be sent
off and shown the red card. The "professional foul" which
is taken in a cynical attempt to prevent opponents from
scoring requires a quick, firm response by the referee.
In order for
a player to be sent off for denying an "obvious goal-scoring
opportunity", The 4Ds MUST be present:
1) Number
of Defenders -- not more than one
defender between the foul and the goal, not counting the
defender who committed the foul.
2) Distance
to Goal -- the closer the foul is to the goal,
the more likely it is an obvious goal-scoring opportunity.
3) Distance
to Ball -- the attacker must have been close
enough to the ball at the time of the foul to have continued
playing the ball.
4) Direction of
play -- the attacker must have been moving toward the goal
at the time the foul was committed.
If any element
is missing, there can be no send off for denying an obvious
goal-scoring opportunity. The foul may lack one or
more of these elements, yet still warrant a yellow card. Please
remember that the restart for denying a goal-scoring opportunity
is not always a Penalty Kick or Direct Free Kick ... and
that it may sometimes be an Indirect Free Kick, pending
the nature of the foul.
